RENTAL REGISTRATION PROCESS

OPENS DECEMBER 1

CARMEL, Ind., Nov. 21, 2025 - In support of an ordinance approved by the Carmel City Council that establishes a mandatory registration and permitting system for all residential rental dwellings in the City, residents can begin registering their dwellings Dec. 1.

Following the passing of this measure by the Council in June, which limits the number of rentals within a development of single-family homes or townhomes to 10%, the City developed a permitting system and registration procedure for dwellings mandated by the ordinance.

The ordinance included a provision for Legacy Dwellings -- rental properties existing prior to the enforcement date of Jan. 1, 2026. This means that dwellings registered by Dec. 31, 2025 will be issued a permit, regardless of whether they are in a subdivision with more than 10% rentals.

Those interested in registering a property can do so beginning Monday, Dec. 1 in advance of the Dec. 31 deadline. The link to the registration site will be promoted on social media and to leadership of Home Owners Associations (HOA) in Carmel.

In addition, those who submitted their email address to receive updates about the process will receive a reminder with a link to the registration site. To receive a reminder, this link takes you to the submission form.

While the standard registration fee is $5 per property, a tiered late fee structure will be applied starting January 1, 2026, assessing a $100 late fee for registrations 30 days late and a $200 late fee for registrations 60 days late.

“In establishing the mandatory registration and permitting process, the Carmel City Council was looking to support homeowners who have a vested interest in the vibrancy of their community by building equity in their homes, through investing in and improving their properties,” Carmel Director of Community Services Mike Hollibaugh said.

CARMEL PASSESS NEW ORDINANCE FOR MICROMOBILITY AND E-MOTO DEVICES

CARMEL, Ind., Nov. 18, 2025 — The City Council last night passed a new ordinance establishing comprehensive regulations for micromobility devices—examples include electric scooters (E-Scooters) and electric bicycles (E-Bikes)—and prohibiting the use of more powerful E-moto devices (electric motorcycles and electric dirt bikes).

The ordinance, driven by safety concerns on the City's busy multi-use paths, sidewalks and streets, is effective immediately upon passage and signing by the mayor. It introduces speed limits, operational regulations, location restrictions and escalating fines. The new regulations summarized below, aim to prioritize safety on the City’s paths and greenways.

  • Total ban on trails and sidewalks for E-Moto devices: More powerful devices, such as E-Motorcycles and E-Dirt bikes, classified as E-Moto devices (typically exceeding 750 watts and capable of speeds over 20 mph without human power), face the most stringent limitations. They are completely prohibited on all city streets, sidewalks, multi-use paths and trails.
  • Micromobility devices: Micromobility devices are permitted on City-owned sidewalks, paths and trails, but may be subject to additional restrictions and regulations on trails and greenways managed by Carmel Clay Parks & Recreation (CCPR). For example, CCPR rules prohibit E-Scooters in the parks and on greenways, including the Monon Greenway.
  • Speed limits: Maximum speeds have been set across various zones:
    • Multi-use paths/trails: Maximum speed for micromobility devices is 20 mph.
    • Public sidewalks: Maximum speed is 15 mph.
    • Greenways, including the Monon Greenway: Subject to CCPR rules, currently 15 mph.
    • Streets: Posted speed limit but cannot exceed 35 mph.

  • Stricter operational rules: All riders must yield the right-of-way to pedestrians at all times, provide an audible warning when approaching from behind and provide a minimum of three feet of clearance when passing, if possible.
  • Youth helmet requirement: All riders younger than 16 years of age must wear a properly fitted and fastened helmet.
  • Class 3 E-bikes cannot be operated by riders younger than 15 years of age.
  • Distracted operation: Operating a micromobility device while using a cell phone or other electronic device is prohibited, unless using a hands-free device.

To enforce the new rules, the ordinance introduces a tiered system of financial penalties and the risk of device impoundment. Violations of the new rules will result in a tiered system of financial penalties, starting at $100 for the first offense, and the risk of device impoundment for repeat offenders.

Councilor Matt Snyder thanked the Office of Corporation Counsel, the Land Use Committee and community members for their input on the issue.

"The primary motive is safety," he said. "We are leading the way with our youth helmet requirement and definition of an E-moto and are committed to educating the public to improve behavior."

The ordinance synopsis notes: The goal is to promote sustainable transportation options while managing potential conflicts, minimizing risks to riders, pedestrians and congestion. The City has also pledged to conduct a public awareness campaign to educate residents and visitors about the new rules.

The Council plans to periodically review the ordinance and will solicit public input before making any further significant amendments.

A NOTE FROM THE PRESIDENT

Fellow Woodland Springs Residents

It has been a great experience serving on the Woodland Springs HOA Board of Directors. My second term expires this February, and I am not eligible to be elected again. I have learned a lot about my community and have made great acquaintances. It has been a rewarding time.

I invite you to share my experience by volunteering to finish an unexpired term of either of two current vacancies or declare your interest in being elected to either of the three-year terms at the February annual meeting.

There are many ways to be involved in committees as a starter. I was on the lake committee before I joined the Board. And I still plan to continue to be active.

If you are interested in discussing the possibilities, just give me a call 317-694-2264 or email to grover1223@aol.com. I would be happy to talk with you.

Spencer Grover

President

LAKE WOODLAND

Lake Woodland will always have a nutrient problem caused by too much phosphorus from fertilizer runoff and natural animal waste. This, along with drought conditions, hot sunny days and the very shallow waters, creates the perfect scenario for planktonic and potentially harmful algae blooms to occur.

This year, the HOA Board, at the recommendation of the lake committee has purchased and deployed an ultrasound device that prevents the growth of certain algas, in particular, the blue/green algae that causes the lake to close while being treated.  The use of ultrasound is completely safe for humans, animals, and aquatic life. One unit should be enough to reach most of the lake.  It is attached to a buoy in the middle of the lake, is powered through an electric cable and is cleaned monthly. It will be taken out of the lake for winter storage and returned in the spring.  So far, the ultrasound unit is performing as expected and has a life of 5-10 years.

REMINDER: LAKE WOODLAND IS A “SWIM AT YOUR OWN RISK” LAKE. THE WATER QUALITY IS NOT ROUTINELY TESTED FOR BACTERIAL OR ENVIRONMENTAL CONTENT, ETC.

BUOY MARKERS WILL BE PLACED OUT IN THE MIDDLE OF THE LAKE WHEN IT IS NOT SAFE TO SWIM IN THE LAKE, DRINK LAKE WATER, FISH, OR WATER YOUR LAWNS. THIS WILL NORMALLY FOLLOW LAKE TREATMENTS ONLY FOR BLUE/GREEN ALGAE. PLEASE CHECK THIS WEBSITE OR CONTACT KIRKPATRICK MANAGEMENT COMPANY FOR THE LATEST INFORMATION.

WATERCRAFT

Watercraft should be secured so they do not "wander off" and stored so they do not accumulate water and attract mosquitos.

ALL BOATS USED ON WOODLAND LAKE MUST DISPLAY AN ORANGE WOODLAND SPRINGS BOAT STICKER.

PLEASE REGISTER YOUR BOAT(S) WHETHER IT'S DOCKED AT YOUR HOME OR AT ONE OF THE COMMON AREA BOAT DOCKS.

Please check your boats for current registration with Woodland Springs. There are still vessels without registration stickers, either because of delinquent registrants or trespassers using our lake. You can easily register them at the Woodland Springs web site for free. And registration will help us notify you if your boat is purloined or abused. Also, there continue to be a number of boats and canoes that are unsecure or stored on the wrong side up, collecting water and mosquitoes. Please check your craft to ensure it is maintained correctly and secure.

The gate to the boat ramp drive is kept locked. For the combination please contact : Jeff Sickle, jsickle@ekirkpatrick.com, 317-827-0360

ARCHITECTURAL CHANGES

Recognizing that we're all busy, the Woodland Springs Board of Directors has tried to make the Architectural Change Request Process as efficient as possible.

To make it easier, we have provided guidance and an online request form.

The intention of this review/approval is not to discourage or prevent residents from making improvements. On the contrary, we love improvements.

As an HOA, our interest is to protect and increase property values. Part of the Board of Directors' fiduciary responsibility is to ensure the guidelines outlined within the Covenants of 2011 are followed.

The most common requests being submitted are for sheds, fences, and cement repair. If you are ever in doubt about whether to fill out the Architectural Change Request, you can fill one out and we will advise that it wasn't needed. We are always looking for additional neighbors to volunteer for the committee. Please reach out if you have interest.
